Nhiệm vụ của Kế hoạch Tiết kiệm Đại học Virginia (VCSP) là tăng cường khả năng tiếp cận và khả năng chi trả của giáo dục đại học cho tất cả công dân của Commonwealth bằng cách cung cấp một thực đơn các lựa chọn đầu tư theo Mục 529 của Bộ luật Doanh thu Nội bộ để cho phép tiết kiệm đại học trong môi trường đầu tư có lợi về thuế.
